Highly touted Dominican right-hander Carlos Matias has agreed to terms with the Cardinals organization, general manager John Mozeliak confirmed on Wednesday.

Cardinals manager Tony La Russa said this afternoon that righthander Brad Penny, who has a muscle strain in his upper back, had been making progress in his rehabilitation, according to the medical staff, but wouldn’t begin a real throwing program until the end of this week or the beginning of next week.

The St. Louis Cardinals have agreed to a deal that will pay one of the Dominican Republic’s young pitching prospects a $1.5-million bonus, Baseball America reported this afternoon. The club struck a deal with righthanded pitcher Carlos Matias, who had an agreement voided with the Boston Red Sox because he presented false papers.
