If that’s the case, then few 2012 draft picks have set a more positive early tone than Wacha. The 19th pick last June, he has quickly adapted to the speed of the Triple-A game, going 3-0, 1.96 with a .175 opponent average through four starts. In an encouraging sign, he struck out a season-high six batters on Tuesday.

The Yankees have agreed to terms with 20-year-old Dominican righthander Juan Carlos Paniagua, a source confirmed to Baseball America. Dionisio Soldevila, a reporter based in the Dominican Republic, reported that Paniagua signed for $1.1 million.

July 2 marks the opening of international free agency, when MLB teams are allowed to sign free agents from outside the U.S., Canada and Puerto Rico who are at least 16 years old. Teams have been ramping up their spending in Latin America over the past few years, with the Toronto Blue Jays expected to drop a substantial amount of money in the arena this summer. So, for the first time, I'm offering notes on the top prospects who are expected to sign over the next few weeks.
