SCOUTING REPORT • The Angels’ pitching staff is in tatters. Closer Huston Street is out with an oblique strain. Ace righthander Garrett Richards is headed for elbow surgery. Lefthanded starters C.J. Wilson and Andrew Heaney are on the 60-day disabled list. And righthander Matt Shoemaker, 16-4 two seasons ago, is in the minors.
