St. Louis Cardinals general manager John Mozeliak has already shown this offseason that he plans on being aggressive. The only proof you need is that he traded a prized, 23-year old, cost controlled pitcher for an outfielder that is looking at heading for free agency in the near future with no guarantee that he will re-sign with the Cardinals.
