The best Cuban position player who will be available to sign this year is Randy Arozarena, a 20-year-old with experience at shortstop, second base and the outfield. Arozarena, who in April ranked as the No. 8 player still in Cuba on our list of the Top 20 players still on the island, is not a free agent yet, but he has his residency in Mexico.
