Minor league baseball has long been the testing ground for major league rules and initiatives, from drug testing (HGH testing began in the minors three years before major leaguers agreed to it) to equipment (Rawlings tried out bulky versions of its Pro Comp carbon fiber helmets on minor leaguers for three years prior to major leaguers wearing them) to rules (umpires are told to enforce the ban against stepping out of the batter’s box strictly in the minors).
