The St. Louis Cardinals have stated multiple times this offseason that they have the money to extend payroll, both now and in the future. Whether that money is used now or a couple of years down the road remains to be seen, but it seems like the Cardinals have the ability to make a splash this offseason if they so choose. Could inking 24-year-old Cuban outfielder Yasmany Tomas be that splash?
