Joe Kelly, Official Starter? Not Yet. On Fire? Absolutely.

For the past month, right-hander Joe Kelly has been the Cardinals' most effective starter. Surely, he has pitched well enough to officially earn a spot in the club's rotation. Right, Mike Matheny?
