I understand how arbitration works, but how are salaries determined for players that are not yet arbitration eligible?

Began 'Cardinals Minors World' while recovering in the hospital in 2012. Have since put 'Minors World' on hold and re-established 'Cardinals Best News Links' beginning in 2013.
