Ted Simmons, the Cardinals' most productive catcher of all time, hadn't appeared on a Hall of Fame ballot since 1994. That was the only year he was on the baseball writers' ballot, netting an astonishingly low 17 votes, six votes shy of the 5 percent needed to remain on the ballot for another year, up to 15 years overall.
