The Phillies signed Venezuelan shortstop Francisco Silva for a bonus of around $200,000, according to an international source. Silva, a 16-year-old from Maracay who is around 5-foot-11, 175 pounds, is a plus runner with a plus arm whose defensive tools are ahead of his bat.
