The St. Louis Cardinals have returned to tap the North Central Illinois pitching pool again.
For the second time in three years, the Cardinals have drafted a pitcher out of the NCIC, selecting Seth Blair, a 2007 graduate of Rock Falls High School, now at Arizona State University with the 46th pick in Monday’s MLB Amateur Baseball Draft.
