Cardinals general manager John Mozeliak declined to comment specifically on reports that his team has agreed in principle to a deal with 16-year-old outfielder Wagner Mateo, but he did express optimism regarding the club's chances of signing an elite Dominican prospect in the coming weeks. The international signing period begins on Thursday, July 2.
