NATURAL DISASTERS It was a year of devastating weather. Unprecedented flooding swept eastern Iowa, forcing widespread evacuations. Killer tornados struck outside Waterloo and in western Iowa. Closer to home, fierce winds ripped the Quad-Cities in late summer. In the aftermath, state and local governments still are struggling to deal with the effects. It will take years.
